問:Assure、ensure二字有什麼分別?
答:這問題似乎很簡單。請看以下一句:I assure you that I have ensured that she will be taken good care of(你放心,我已經安排妥當,保證她會獲得好好照顧)。Assure是「向……保證」或「使……放心」;ensure則是「做好一切,保證某事會發生」。
不過,查第四版《朗文當代英文詞典》Longman Dictionary of Contemporary English,你會看到assure還有一個解釋:「to make something certain to happen or to be achieved = ensure(使某事一定會發生或完成,等於ensure)」,例句是:Excellent reviews have assured the film's success(由於影評大力推許,這齣電影一定叫座)。這個意思的assure,和ensure的確十分相近,但其實也有一點不同:assure只是說某事一定會發生,ensure則還有「做好一切,使某事一定發生」含義。以下一句,用ensure就比assure好:They have spared no efforts to ensure the film's success(為求這齣電影叫座,他們事事不遺餘力)。
英語學者魯姆(Adrian Room)編寫的《難辨字義詞典》Dictionary of Confusing Words and Meanings,把二字的分別說得很清楚:「"Success is assured"(means)simply that it is certain. "Success is ensured" means that particular steps or actions have been taken to guarantee it(Success is assured只表示一定會成功。Success is ensured則表示做好一切,保證成功)。」

2019年7月18日 林行止   林行止專欄 「帶路」應從英殖民史汲取養料 一、 五月,兩位港人熟知不同界別的美國名人,哥爾夫球員老虎伍德(Tiger Woods)和經濟學家拉發(Arthur Laffer, 1940-),分別於上旬及下旬獲特朗普總統頒授「總統自由勳章」(Presidential Medal of Freedom),這是不分種族、國籍的老百姓能獲取的美國最高榮譽。伍德之獲獎,傳媒上似未見負面評論,拉發的卻引起經濟學界紛紛異議。 「資深」讀者對拉發大名,應當不感陌生,對「拉發曲線(Laffer Curve)則肯定記憶猶新!「數十年前」,筆者在這裏多次介紹此曲線的良窳。簡而言之,拉發總結先賢(有人追蹤至十五世紀阿拉伯的理論)的智慧,指出稅率升達某一高位,稅收不增反減,因為當納稅人覺得稅率太高時,不但會高薪請「豪富寄生蟲」的會計師和稅務律師,設計避稅甚且逃稅的策略,還會「怠工」少賺以免墜入高端稅網……。拉發所以得享大名,除人際關係極佳之外(他歷任民主共和兩黨要角及在兩黨當政的白宮擔任經濟顧問,八十年代且曾被英相戴卓爾夫人羅致,為英國的財政政策出謀獻策),其稅率高稅收少的主張,在入息稅稅率高達百分之九十的高稅年代,的確令以調低稅率為政策目標的政客十分「興奮」,遂屢被重用;加上他善解人心,令他得享大名。 拉發受知於特朗普,主要是他為特朗普競選時經濟顧問團隊的成員,特朗普當選後,他閉門寫作,與一名《華日》前編輯合撰一書《特朗普經濟學──復興美國經濟計劃內情》(Trumponomics: Inside the America First Plan to Revive Our Economy),此書雖劣評如潮(筆者未曾寓目),但「簡在帝心」,也許正是他獲殊榮的底因。 攤開稿紙(筆者仍然「筆耕」!)不是因為拉發得獎而寫他的經濟學,而是因為拉發而想起溫年斯基(Jude Wanniski;七十年代《華日》副總編輯),筆者曾在此評介他的成名作《世界這樣運作》(The Way the World Works;拉發首次公開介紹此曲線時,在座者為後成副總統的切尼、國防部長拉非爾和這位傳媒人),其中說及英國殖民史,當中有段描述,與如今中國開拓「一帶一路」頗有相通處。找出舊文一讀,覺得頗有「現實意義」,不妨「舊文新刊」。順便一提,筆者有一經常...
