2019年7月18日 林行止   林行止專欄 「帶路」應從英殖民史汲取養料 一、 五月,兩位港人熟知不同界別的美國名人,哥爾夫球員老虎伍德(Tiger Woods)和經濟學家拉發(Arthur Laffer, 1940-),分別於上旬及下旬獲特朗普總統頒授「總統自由勳章」(Presidential Medal of Freedom),這是不分種族、國籍的老百姓能獲取的美國最高榮譽。伍德之獲獎,傳媒上似未見負面評論,拉發的卻引起經濟學界紛紛異議。 「資深」讀者對拉發大名,應當不感陌生,對「拉發曲線(Laffer Curve)則肯定記憶猶新!「數十年前」,筆者在這裏多次介紹此曲線的良窳。簡而言之,拉發總結先賢(有人追蹤至十五世紀阿拉伯的理論)的智慧,指出稅率升達某一高位,稅收不增反減,因為當納稅人覺得稅率太高時,不但會高薪請「豪富寄生蟲」的會計師和稅務律師,設計避稅甚且逃稅的策略,還會「怠工」少賺以免墜入高端稅網……。拉發所以得享大名,除人際關係極佳之外(他歷任民主共和兩黨要角及在兩黨當政的白宮擔任經濟顧問,八十年代且曾被英相戴卓爾夫人羅致,為英國的財政政策出謀獻策),其稅率高稅收少的主張,在入息稅稅率高達百分之九十的高稅年代,的確令以調低稅率為政策目標的政客十分「興奮」,遂屢被重用;加上他善解人心,令他得享大名。 拉發受知於特朗普,主要是他為特朗普競選時經濟顧問團隊的成員,特朗普當選後,他閉門寫作,與一名《華日》前編輯合撰一書《特朗普經濟學──復興美國經濟計劃內情》(Trumponomics: Inside the America First Plan to Revive Our Economy),此書雖劣評如潮(筆者未曾寓目),但「簡在帝心」,也許正是他獲殊榮的底因。 攤開稿紙(筆者仍然「筆耕」!)不是因為拉發得獎而寫他的經濟學,而是因為拉發而想起溫年斯基(Jude Wanniski;七十年代《華日》副總編輯),筆者曾在此評介他的成名作《世界這樣運作》(The Way the World Works;拉發首次公開介紹此曲線時,在座者為後成副總統的切尼、國防部長拉非爾和這位傳媒人),其中說及英國殖民史,當中有段描述,與如今中國開拓「一帶一路」頗有相通處。找出舊文一讀,覺得頗有「現實意義」,不妨「舊文新刊」。順便一提,筆者有一經常...
